Stillwater County commissioners approve subdivision, grant application and major equipment purchases

At their Nov. 24, 2025 meeting, the Stillwater County Board of Commissioners unanimously approved a two-lot preliminary plat with a variance, a bridge planning grant application, an increase in detention housing rates, and several equipment and contract approvals including a $272,461 Solid Waste chassis purchase.
The Stillwater County Board of Commissioners met Nov. 24, 2025, and unanimously approved a series of routine agreements, grant applications and purchases while granting preliminary approval for a two-lot subdivision in Absarokee.
The board approved a Memorandum of Understanding with Beartooth Resource Conservation and Development Area, Inc., that includes a $2,500 annual membership plus a population-based fee of $4,990.50 (population used: 9,450). Commissioners also approved Resolution No. 2025-33 authorizing submission of a Montana Community, Environment and Planning (MCEP) infrastructure planning grant application intended to support planning for the Fiddler Creek bridge.
County Planner Forrest Mandeville presented the preliminary plat application for Avis Estates, a two-lot minor subdivision in Absarokee. The board approved a variance from road design standards and granted preliminary plat approval with the findings and conditions in the planning memorandum. The motion passed on a 3-0 vote.
The board also approved an interlocal agreement with Yellowstone County for adult detention services, raising the per-detainee rate from $117.00 to $130.00 per day under a term through Dec. 31, 2026; commissioners discussed possibly shifting the agreement timeframe to a fiscal year.
On procurement and capital items, the county approved awarding the Woltermann Memorial Airport t-hangar heating project to Air Controls and approved a Sourcewell-sourced purchase for Solid Waste: a Western Star 49X chassis with an ampliroll hooklift system for $272,461.00. Pam Cunningham of Solid Waste said the Solid Waste Board recommended the purchase and that the chassis is expected to be available in March–April 2026. The board approved both purchases on unanimous votes.
The board approved several emergency-services items: a city–county Memorandum of Understanding for Disaster and Emergency Services, submission of a 911 Grant Program application to replace consoles, workstations and monitors, and a letter of support for that grant application; all passed 3-0.
Road and Bridge business included tabling a proposal to remove a mid-block crosswalk in Park City until the Dec. 4, 2025 meeting and consenting to a new "Car Gate" application (No. 202536) five miles west of the Kunesh/Herzog intersection; both motions passed unanimously.
