Stillwater County commissioners approve park funds, insurance run-out, asbestos RFP and BLM weed grant; hold speed-limit hearing

The Stillwater County Board of Commissioners met Monday, Nov. 10, 2025, and approved a package of routine and project-related items, including a parks-fund disbursement to Park City PTA, stop-loss run-out insurance and claims-processing services, an RFP for asbestos abatement at the courthouse, and a five-year Bureau of Land Management assistance agreement for the Weed District. The board also opened and closed a public hearing on lowering the speed limit on Johnson Bridge Road with no members of the public present.
Commissioner Steve Riveland explained that the $10,409.51 request from the Park City PTA would come from parks-in-lieu funds related to subdivisions east of Park City; Commissioner Jeff Ruffatto corrected that it was "cash in lieu of parks from subdivisions east of Park City." Commissioner Roger Webb moved to approve the payment, and the motion passed 3-0.
The commission approved a stop-loss run-out insurance contract through the Joint Powers Trust and authorized EBMS to process claims for six months. Commissioner Ruffatto explained the purpose and terms, saying the stop loss "is to cover the insurance needed in case of high health benefits for large dollar amount claims," and noting EBMS would process claims at a maximum of $500.00 per month at $25.00 per claim. The motion to approve passed 3-0.
Facilities Director Chad Coles described the Courthouse Phase II scope and proposed a single-containment class II asbestos abatement; the commission approved an RFP to solicit a company to perform abatement and project planning, including plans. Chad Coles also noted pole barn bids were arriving and provided a brief update on ice skating at the Civic Center.
The Weed District's five-year Assistance Agreement with the Bureau of Land Management, totaling $25,000 ($5,000 per year for 2026–2030), was presented and approved by a 3-0 vote.
During the public hearing on Johnson Bridge Road, commissioners noted they had received a petition and published public notice. No proponents or opponents appeared; the hearing closed at 9:17 a.m. No formal vote on the speed limit change is recorded in the minutes.
Road and Bridge's Ben McVittie reported that the county is repurposing old water frac tanks for more economical storage and retrieval from the county well, and said a second tank could be used for mag chloride. The meeting adjourned at 9:27 a.m.
