Fulton County commissioners adopt bylaws, reappoint officials and approve funds at reorganizational meeting

The meeting opened with prayer and the Pledge of Allegiance. Commissioner Steven L. Wible moved to approve the Dec. 30, 2025 commissioners’ meeting minutes and the Dec. 30, 2025 Salary Board minutes; both motions passed unanimously. Commissioner Hervey P. Hann moved to approve accounts payable dated Jan. 6, 2026, totaling $229,387.17; the motion carried with all three commissioners voting in favor. The accounts payable included disbursements across multiple county funds, and a payroll motion approving $122,828.46 also passed unanimously.
Interim County Treasurer Amy Bishop and Fiscal Administrator Sue Reed provided an update to the Board before Commissioners moved to adopt the 2026 Board of Commissioners By-Laws under the Act of Aug. 9, 1955 (16 Purdon, Section 503 and 509, as amended). The adoption was approved by unanimous vote.
The Board approved reappointments to the Bedford Fulton Joint Recreation Authority: Eric Weisbrod (term to expire Jan. 1, 2029), Paul Johnston (term to expire Jan. 6, 2030) and Greg Henry (term to expire Jan. 5, 2031). Commissioners also confirmed a slate of county reappointments for 2026, including Solicitor Jim Stein (DSS Law), Chief Clerk Stacey M. Shives, Tax Claim Bureau Director Amy Bishop, Chief Assessor Melissa Gordon, Director of Veterans’ Affairs Richard Newman, and designation of Keller Engineers and CES Engineering as county engineers. Committee and board assignments for 2026 were designated, with the Permanent Salary Board and Assessment Appeals Board comprising the three commissioners and other specified county officers.
Commissioner Hann moved to approve an RBA invoice for $7,957.31; that motion was approved. The Board appointed Michael Beatty as chairman of the Farmland Agricultural Land Preservation Board for 2026. Commissioners held separate reorganizational meetings for the Salary and Retirement Boards at 9:00 a.m.; separate minutes are on file. The meeting adjourned at 10:37 a.m.
