The Fulton County Board of Commissioners on Jan. 13 unanimously approved $135,622.38 in account payables and completed a series of staffing, grant and administrative actions during a meeting at the commissioners' office in McConnellsburg.
Commissioner Randy H. Bunch called the meeting to order. Commissioners then approved the Jan. 13 account payables totaling $135,622.38, which included $66,644.09 from the General Fund and amounts from Funds 227, 238, 256 and 300.
Interim County Treasurer Amy Bishop provided a monthly report for accounts through Dec. 31, 2025. Following that presentation, Domestic Relations Director Tina Gress requested permission to fill a vacant Enforcement Officer 1 position. Commissioner Randy H. Bunch moved to hire Angie Horton, a union employee, for that position effective Jan. 26, 2026; the motion carried. A brief Salary Board meeting set Horton's salary per the collective bargaining agreement.
The board approved the 2025–2030 Franklin/Fulton Grant Agreement (#4100101172), allowing Franklin County to act as the single-county authority for the Drug & Alcohol Program; Executive Development Director Julie Dovey presented the agreement. The board also approved the 2026 Certification of County Funds as presented by Bishop.
Commissioners approved several vendor and program payments and renewals, including the CCAP PCoRP second installment invoice for $45,442.00 and a SAP&DC invoice for $8,598.00 for local/transportation support. The board approved a renewal quote for ASPIRE two-factor authentication as submitted by Rick Grissinger of Elect IT.
On personnel and policy matters, the board approved the 2026 pay scale presented by HR Administrator Mary Huston and revised the HR manual (Section 212) to add an employee health-insurance opt-out provision. Under the revised language, eligible employees who waive county health insurance may receive a prorated payment up to $1,020 per calendar year, payable with the final December payroll or upon resignation if the employee leaves in good standing.
The board approved an Application for Burial Expenses for veteran Floyd G. McGinnis, with payment to surviving spouse Janet McGinnis, and revised the LERTA application to read: 'Inspection by Zoning Officer or Fulton County Planning.' Commissioners accepted Ronald Richards as the real estate agent for the county-owned property at 119 N. 2nd Street in McConnellsburg, at a 3% commission rate.
