Airport board approves pavement maintenance payment, awards contract and OKs lease assignment; hears t-hangar and skydive updates

The Joint City-County Airport Board approved several routine operational and financial items at its Sept. 9 meeting in Columbus, including a pavement maintenance payment application, a contract award for pavement work and a ground lease assignment.
Payment Application No. 1 for the pavement maintenance project, totaling $37,712.76, was approved unanimously. The board recorded the FAA grant share at 95% ($35,827.12) and a sponsor share of $1,885.64 split equally between the city and county ($942.82 each). Jay Baum moved to approve Payment Application No. 1 and Brandon Garoutte seconded; the motion passed "all in favor, no opposed." The board also approved awarding the pavement maintenance contract to CR Contracting after a motion by Dustin Douglas and second by Jay Baum; that motion passed unanimously.
The board approved an assignment of a ground lease from Haugse to Brandon Garoutte. Tom Heyneman moved to approve the lease assignment and Dustin Douglas seconded; board members voted "all in favor, no opposed." The meeting record does not include detailed discussion of the lease terms.
Staff updates covered multiple t-hangar items. Administrator Kisha K. Cornell said annual t-hangar leases are scheduled for renewal in October/November and the board indicated no changes to the lease forms or pricing. Cornell reported that staff had received an email from Dick Anderson about a warranty for t-hangar water leak testing and that paperwork is pending. On the t-hangar heating project, the board discussed differences between natural gas and propane, a recommendation to rough in a 3/4-inch line, sizing the manifold to support six meters, and that BTU requirements would follow contractor standards; Jay Baum said he would solicit proposals from Hodge's, White and Air Controls and A&S.
Dustin Douglas reported that a skydiving operator has expressed interest in establishing a full skydive operation at the airport for summer 2026. The operator will provide a standard operating procedure, proof of insurance, a NOTAM plan, staging options and a business plan at the next meeting.
Hardin Graham noted that mowing had been completed and raised concern about a deer incident and the need for reliable pedestrian gate access on the west side of the airport. The board adjourned at 10:15 a.m. and set its next meeting for Oct. 14, 2025.
