Fulton County commissioners approve routine business, proclaim March 2026 Developmental Disabilities Awareness Month

McCONNELLSBURG, Pa. — The Fulton County Board of Commissioners approved routine county business at its Feb. 24 meeting and formally proclaimed March 2026 as Developmental Disabilities Awareness Month.

Commissioner Randy H. Bunch called the meeting to order. After prayer and the Pledge of Allegiance, the board unanimously approved the Feb. 17, 2026 minutes and an accounts-payable listing dated Feb. 24, 2026 totaling $205,405.27. The commissioners read fund-level totals aloud, including $118,593.19 from the General Fund and smaller amounts for Liquid Fuels, grant and special funds and Debt Service.

The board met with local service providers and people served by MD/IDD/EI programs for a proclamation-signing. Commissioner Hervey P. Hann moved to "approve and execute the Developmental Disabilities Awareness Month Proclamation proclaiming 'March 2026 as Developmental Disabilities Awareness Month and do commend this observance to all of our citizens and recognize that Fulton County becomes a better place when people with and without disabilities come together to form strong, diverse communities, and knowing we are all One World, many Abilities!'" The motion passed with all commissioners in favor. Present for the proclamation were county Human Services staff and representatives from local providers, including Marissa Hockenberry, Erica Ramsey, Rebecca Weaver, staff from Full Circle Residence, The Arc of Franklin-Fulton Counties, and consumers who joined the signing.

Human Services Director Julie Dovey, Franklin/Fulton Family Partnership HRSA Project Director Beth Bryant and Franklin/Fulton Drug & Alcohol Recovery Specialist Joe Bailey met with commissioners to discuss possible initiatives for opioid reduction. The transcript records the discussion but does not show a formal vote or implementation directive.

John Schriever of Sideling Hill Financial provided a portfolio review of the Krivak Trust accounts and reported that "the accounts have made $161,000.00" since he began managing them. Commissioners received the report; no investment action or vote on the trust accounts is recorded in the minutes.

The board approved several contracts and vendor invoices. Commissioner Bunch moved to approve a Purchase of Service Agreement with Pressley Ridge for child welfare services, effective Feb. 11 through June 30, 2026. Commissioner Steven L. Wible moved to approve an Elect IT Solutions invoice for IT staffing and support services for March 2026 in the amount of $10,198.00. Both motions passed unanimously. The board also approved a CCAP PComp third-installment contribution of $5,575.00 toward a total $22,300.00 commitment.

Other administrative approvals included a Letter of Recommendation supporting MainStreet McConnellsburg's application for a T-Mobile Community Grant to modernize downtown street lighting, and a "Report of County Fee for Local Use Funds" to be submitted to PennDOT, both approved unanimously. The commissioners also approved an invoice from Huntingdon County for the remaining NTIA project contribution of $270,000.00 (noting $90,000 had been previously paid) and approved the 2026 Compensation Plan for Services for Children Director Christine McQuade to be submitted to the state for wage compensation review.

Elections Director Linda Doyle presented a flyer for Electronics and Appliances Recycling Days on March 18 (noon–5 p.m.) and March 21 (9 a.m.–1 p.m.) at 610 East North Street, McConnellsburg; the commissioners approved the recycling event. A travel request form submitted by Chief Probation Officer Dan Miller was tabled until the March 3, 2026 meeting because Miller had a training conflict. Commissioner Hervey P. Hann moved to adjourn at 11:15 a.m.; the motion carried unanimously.
