Waupaca County board approves comprehensive plan and zoning amendments, creates transportation oversight subgroup

The Waupaca County Board of Supervisors on Sept. 16, 2025, adopted multiple land-use and governance measures, unanimously approving two comprehensive-plan amendments, two zoning-map amendments and a new Transportation Oversight Subgroup.
The board adopted Resolution No. 14 (PLUM-006-2025), a comprehensive-plan map amendment affecting parts of parcel 03-29-12-4 in the Town of Dayton that changes approximately 1.477 acres from Agriculture to Commercial and adjusts about 0.077 acre from Commercial to Agriculture. Supervisor Suhs moved the adoption and Supervisor Federwitz seconded; the motion carried 23-0.
Resolution No. 15 (PLUM-007-2025) amended the comprehensive-plan preferred land use for part of parcel 03-29-12-3 in the Town of Dayton, converting roughly 1.7 acres from Agriculture to Commercial to facilitate a boundary reestablishment. Supervisor Suhs moved the resolution and Supervisor Bosquez seconded; adoption was unanimous, 23-0.
The board also approved Resolution No. 16, creating a Transportation Oversight Subgroup charged with monitoring and reporting on the county transportation system and reporting to the Finance Committee as described in the subgroup organization letter. The resolution specified the subgroup’s purpose and timeframe; Supervisor Zaug moved adoption and Supervisor Malvik-Shower seconded. The motion carried 23-0.
Two related zoning ordinance amendments were enacted. Petition Z-011-2025 (L&L Enterprises of Waupaca Inc.) changes approximately 0.077 acre of parcel 03-29-12-4 from Rural Commercial-General (RC-G) to Agriculture & Woodland Transition (AWT); the Planning & Zoning Committee recommended approval following a Sept. 4 public hearing. The County Board approved the ordinance 23-0. Petition Z-012-2025 (Lauritzen Properties LLC) rezoned roughly 1.7 acres of parcel 03-29-12-3 from AWT to RC-G; it likewise was recommended by Planning & Zoning and approved by the board, 23-0.
All three resolutions cite Wis. Stat. § 66.1001 as the statutory authority for comprehensive plan amendments. The minutes show committee recommendations and attestations by the county clerk and corporation counsel for the adopted measures.
What happens next: The zoning ordinances become effective in the Town of Dayton upon filing a certified copy of the town board’s approving resolution with the county clerk, or 40 days after county adoption unless a disapproving town resolution is filed within 10 days, as stated in the ordinances.
