Fulton County commissioners adopt 2026 by-laws, confirm appointments and approve $229,387 in payables

The board recorded fund-level allocations that included $53,157.03 to the General Fund and $75,662.44 to Capital Projects; the motion carried "all in favor." Commissioner Hann also moved to approve payroll in the amount of $122,828.46, which the board approved.

Commissioner Hann moved to reappoint Solicitor Jim Stein (DSS Law), Chief Clerk Stacey M. Shives, Tax Claim Bureau Director Amy Bishop, Chief Assessor Melissa Gordon, the Pennsylvania Department of Agriculture as Sealer of Weights & Measures, Director of Veterans' Affairs Richard Newman, and county engineers Keller Engineers and CES Engineering; those motions were approved.
Commissioner Wible moved to reappoint Amy Bishop as interim county treasurer for 2026; the board approved the appointment.
The commissioners also designated committee and board assignments for 2026, assigning commissioners to regional agencies and internal boards including the Permanent Salary Board, Retirement Board, Assessment Appeals Board, Southern Alleghenies Planning & Development Commission committees, emergency management and other local and regional bodies. The board approved payment of an RBA invoice of $7,957.31 and appointed Michael Beatty as chairman of the Farmland Agricultural Land Preservation Board for 2026.
The board held separate reorganizational meetings for the Salary and Retirement Boards (minutes on file) and adjourned at 10:37 a.m.
