Fulton County commissioners approve $335,634.88 in payables, payroll and multiple personnel and trust actions

The Fulton County Board of Commissioners met March 3 in McConnellsburg and unanimously approved routine fiscal and personnel actions, including $335,634.88 in accounts payable and $132,711.81 in payroll.
Commissioner Randy H. Bunch called the meeting to order. Commissioners Steven L. Wible and Hervey P. Hann, and Chief Clerk Stacey M. Shives were present.
The board approved the Feb. 24, 2026 commissioners' minutes and accepted accounts payable dated March 3, 2026, totaling $335,634.88. The accounts payable breakdown presented to the board listed the General Fund at $291,026.05, 911 at $8,955.97, Debt Service at $25,776.52 and smaller amounts across several other funds. Commissioners also approved payroll dated March 6, 2026, in the amount of $132,711.81.
The board handled multiple personnel and vendor matters. Commissioner Randy H. Bunch moved to approve Chief Probation Officer Dan Miller's travel request to attend the Annual CJAB Conference, April 20–22, 2026; the motion carried. Commissioners accepted a letter of retirement from Domestic Relations Director Tina Gress effective July 11, 2026; Gress noted 25 years of county service and her role on the Fulton County Medical Center board.
Other approved items included a lease from DBB for a printer for MDJ Heming's office for $3,647.00 and a Plan Asset Invoice from Conrad Siegel for $3,844.25, to be paid from plan assets. The board also approved a burial expense application for veteran Gary Allen Myers, who served in the Air Force during Desert Shield/Desert Storm.
In personnel actions, the commissioners voted to hire Laurel Griest as Office Deputy I for the Prothonotary's Office, effective March 4, 2026; a separate Salary Board set the new hire's salary (minutes on file). The board authorized a CDBG Delegation of Signing Authority form permitting HR Administrator Mary Huston and Commissioners Wible and Bunch to execute invoices for submission to SEDA Cog. The Pension Fund Report for February 2026, presented by HR Administrator Mary Huston, was approved.
The board approved a Krivak Trust application for an applicant (applicant information confidential under HIPAA) up to a maximum of $35,000. Commissioners entered two executive sessions during the meeting to discuss personnel matters and received an audit review from county auditors Penny Kipp, Rebecca Kendall and Holly Falkosky.
Building and Maintenance Director Brad Seville provided an update on Phase II renovations at the county's newly purchased building on Lincoln Way West in McConnellsburg. Commissioners said they would review an ongoing 'Clean and Green' matter raised by resident Craig Strait further with the County Solicitor.
