PDC backs small-business "Weathering Winter" loan pilot and will send it to city council

The Portland Development Corporation voted to recommend a new small-business emergency loan product to city council at its March meeting.
Nancy, PDC staff, described the proposed "Weathering Winter" pilot, modeled on the SBA's economic-injury worksheet. "The idea is that a business has had some sort of economic disruption," Nancy said, and added that an eligible business could access a $10,000 interest-free loan for working capital, inventory, payroll, rent, utilities or refinancing existing debt. The product would not be limited geographically within the city; staff proposed eligibility limits of businesses with a physical Portland location and 10 or fewer employees.
Board discussion focused on whether $10,000 would be sufficient for many businesses and how strictly to define "economic disruption." Several members urged a broad definition to avoid excluding businesses that need help for unusual or emerging events; others cautioned that too-broad language could confuse applicants. Nancy said the attached worksheet in the memo would document applicants' economic injury and help staff compare applications. The board asked staff to consider outreach and communications so eligible businesses would know the resource existed.
Kirsten moved to recommend the loan product to city council; the motion passed on a roll-call vote. Nancy agreed to prepare a memo and supporting materials for council presentation and to work with communications on outreach if the council approves the program.
