Reeves County GCD approves January minutes, financials and payments; tables director reappointment

The board approved the Jan. 15, 2026 regular meeting minutes after a motion by Director Nancy Martinez and a second from Director Ginny Barmore; the motion passed 4-0. The board also approved the January 2026 financial statements on a motion by Martinez, seconded by Director David Dominguez, and approved payment of January bills on a motion by Barmore, seconded by Martinez; both motions passed 4-0 with no discussion recorded.
A planned reappointment for Director Luke Brown — including administering a sworn statement, oath of office and approving a bond — was tabled because Brown was not present; the minutes note no action was taken on that item. The General Manager's report, covering stakeholder meetings, operations (bank, tax and investment statements, drilling report and drought map) and current well registrations/permits, was presented for the record and drew no formal board action.
Staff reported that the District closed on property located at 501/503 South Cypress Street in Pecos on Jan. 20, 2026. According to the minutes, staff is securing insurance, transferring utilities and seeking bids for a planned remodel; no board vote was recorded on those follow-up steps.
The board reviewed correspondence placed in the record, including a notice from Underwood Law Firm of Reeves County's intent to enter a tax-abatement agreement with Energy Forge Once, LLC (and an RCGCD response letter), a Texas Commission on Environmental Quality notice concerning proposed renewal with amendment of General Permit TXG870000 (authorizing pesticide discharge), and the Trans Pecos Wildlife Management Area Annual Evaluation Report 2025. The minutes record these items as correspondence to the board; they do not show any formal action taken by the board on those items.
The meeting was adjourned at 5:09 p.m. on a motion by Director Nancy Martinez, seconded by Director Ginny Barmore; the vote was 4-0. The board set its next regular meeting for March 19, 2026, at 5:00 p.m.
