The City of Lewistown commission voted to approve a grant agreement with the Montana Department of Transportation Aeronautics Division to provide local matching funds for federal aid to rebuild several taxiways at the Lewistown Airport. The grant requires local participation and will be used as matching dollars against a federal grant.
A commissioner announced a recusal from the vote because of their role as a committee chair with state-level involvement. The chair of the meeting confirmed the recusal and the commission proceeded; the roll-call vote recorded six ayes and one recusal.
During discussion a commissioner described the grant as a matching award and said it was part of a larger multi-year asphalt upgrade for the airport. “This is a matching grant, requires local participation,” the commissioner said, noting the funds would be applied consistent with the grant rules. Staff clarified that as a co-owner of the airport the city shares responsibilities with the county and that the agreement includes conditions tied to state and federal procurement rules.
The commission authorized City Manager Holly Phelps to sign the grant agreement. Staff said the work is the last major asphalt upgrade component of several years of airport improvements and indicated work and payments are scheduled in 2026.
