Rice County approves IT upgrades: Datto backup upgrade, Microsoft and CivicPlus invoices, Zix renewal

Allen from IT asked the board to approve renewal of Zix email security and archiving for $26,892 for 2026, which the board approved. He then explained that the county’s CJIS backup appliances (12 TB and 18 TB) are insufficient for current CJIS data volumes and that staff propose upgrading to Datto S636 and S648 hardware; the quoted new cost is $3,969 per month on a three-year agreement (annualized roughly $28,068). Commissioners asked about current usage and lifecycle; IT said the upgrade should meet foreseeable needs absent major new data sources.
Allen also reported the county migrated off VMware and will not renew vSphere; Microsoft licensing will cover the county’s new platform. The board approved payment to SHI for Microsoft licensing and services totaling $219,314.11 for 2026 (year 2 of a 3-year agreement). Finally, the board approved a consolidated CivicPlus invoice for $32,808.43 (staff noted the full-year service value is $59,906.13 but the invoice was prorated due to consolidation of billing periods).
Staff characterized the upgrades as necessary for compliance and continuity of services (CJIS backups, email security, website/accessibility services and core Microsoft licensing).
