During discussion the vice chair summarized the change: "The effect of the amendment is that we're identifying the governing body of each of the departments as opposed to the department themselves," and Leslie confirmed that understanding.
The committee conducted a roll call; Senators Golden, Manning, Thacker, Vice Chair Star and the chair recorded 'aye' and the chair announced the motion passes to send the bill to the floor with a do-pass recommendation.
