Staff presented the change as the result of a required speed study through the Tennessee Department of Transportation and said the new limit will not affect the town's ability to require turn lanes, signalization or other improvements for future development along the corridor. "This is the result of a speed study that's a required process through TDOT to change a speed limit on a state route," staff said.
A board member moved to approve the second reading; the motion was seconded and a roll-call vote recorded five ayes and no nays. The ordinance passed 5–0 and will take effect as provided in the ordinance's text.
The measure was presented as part of routine traffic-safety work and town staff said it does not change the town's authority to require mitigation measures tied to new development. The board did not request additional study and scheduled no further local hearings on the item.
