Farmington, Utah — The Davis County Commission on March 3 approved multiple contracts, grants and policy actions intended to fund public health, housing repairs and transportation projects.
The three commissioners present — Chair John Crofts, Vice Chair Bob Stevenson and Commissioner Lorene Kamalu — voted unanimously to approve a five-year, receivable agreement tied to the U.S. Environmental Protection Agency’s Electric Vehicle Replacement Assistance Program (EVRAP). Health Director Brian Hatch presented the agreement, which will bring $1,433,705 to Davis County over the program period to provide incentives for residents to replace vehicles that fail emissions testing with electric vehicles.
Commissioners also approved a $2,123,200 payable amendment (Amendment K) to the county’s comprehensive contract with Davis Behavioral Health to fund substance abuse and mental health services through Dec. 31, 2026. County Controller Scott Parke said there is no cost increase from the prior year.
The Commission amended Community Development Block Grant Contract #2025-0650 with Habitat for Humanity of the Greater Salt Lake Area, adding $80,000 for critical home repairs (amendment total shown as $210,000) after initial funds were expended. Kent Andersen, director of Community & Economic Development, presented the amendment and other event and sponsorship agreements for county-supported events such as the Great Salt Lake Bird Festival.
Two interlocal transportation agreement amendments were approved that together commit approximately $4.2 million in county grant funding: a $1,400,000 amendment with Woods Cross for the 1100 West Reconstruction Project (extended through July 31, 2028) and a $2,817,918 amendment with Syracuse City for the 2500 West Project (extended through June 30, 2028). Andersen said both items are funded from Davis County’s third-quarter grant funds.
The Board also adopted Resolution #2026-12 to temporarily allow the county purchasing agent to use permitted and alternative procurement methods while the County updates its purchasing policy; Controller Parke said a report will be provided to the Commission documenting any alternate procurement methods used.
Routine consent items and agreements were approved in a bundled vote, including memoranda of understanding, event agreements, sponsorships, and training agreements for corrections officers. The Sheriff’s Office accepted a $2,000 sponsorship from Kaysville Ace Hardware for a shelter at the Davis Shooting Range and approved Appendix A to the County Fire Warden Agreement for $55,555 for 2026.
During employee recognitions earlier in the meeting, library staff Melinda Anderson described a children’s program she oversees as “Move to the Beat!” Deputy Director Rachelle Blackham, praising Health Department employee Sheryl Knight, said her work ensures clients feel “seen, heard, and supported, and that their needs are met.”

What’s next
