Chester County Council approves series of ordinances, contracts and park amendment

Chester County Council approved several ordinances, contracts and appointments at its March 2 meeting, recording a string of unanimous votes on routine and policy items and a 6-1 vote on an industrial park amendment.
The meeting record shows Council approved the Feb. 17, 2026 minutes (vote 7-0). On second reading the council approved Ordinance 2026-04, authorizing a fee agreement under Title 12, Chapter 44 of the Code of Laws of South Carolina for a project identified as Project 2354; the motion passed 7-0. Council also approved Ordinance 2026-05 (amendments to the installment purchase plan definition) on second reading, and on first reading approved Ordinances 2026-06 (transfer of approximately 5.259 acres on Doctors Court) and 2026-07 (adoption of the Chester County 2025 Comprehensive Plan); the minutes record 7-0 votes for those items.
Council voted 6-1 to approve Resolution 2026-05, an amendment to the Master Agreement governing the York Chester Industrial Park to designate additional property as subject to the park arrangement (Project 2285); Councilman John Agee is recorded as the sole dissenting vote. The motion to approve was moved by Vice Chair Erin Mosley and seconded by Councilman Bobby Raines.
On procurement and contracts, the council approved the Veterans History Center bid award and authorized up to $60,000 for the project (motions recorded as passing 7-0). The council also approved a multi-year contract with ESRI for county IT services (motion recorded 7-0). Other consent and new-business motions—including approval of Local A-tax funds for SC250 events and a temporary non-conforming permit extension for Alan Clack through Aug. 15, 2026 (contingent on cleanup commitments)—were recorded as passing by 7-0 votes.
