Residents press council on handicap parking, police follow-up and possible landfill

Several residents used the Feb. 4 public-comment periods to press Johnstown officials on neighborhood access, public-safety follow-up and transparency about the Rosedale property.
Sharon Weaver of 168 Delaware Avenue told council she is disabled, presented a letter from her doctor and photos, and asked for a handicapped parking space in front of her home. Weaver said she had offered to pay for a handicapped sign and described that parking on her side of the street is constrained and can make passage unsafe when others park across the street. Council member Nicolas Spinelli volunteered to visit Weaver’s house to assess conditions; City Manager Art Martynuska said he would double-check the signs and noted the street is narrow.
Terrence Andrews, a disabled veteran from 59 Boyd Avenue, said he was assaulted Oct. 31, 2025, at the Sunoco on Fairfield Avenue and raised concerns that there was no police report or hospital interview. Mayor Sylvia King replied that she could not interfere in police investigations.
Dustin Greene of 312 Chestnut Street expressed frustration about reports that the Rosedale property, owned by JRA, might be proposed as a landfill. Greene said he had sought information from JRA without success and that website transitions had prevented timely posting of information. He warned that siting a landfill there would repeat a past local tragedy.
Council did not take formal votes or make policy decisions on these public comments during the meeting; council members and staff said they would follow up (Spinelli with a site visit; Martynuska to review signage). The next regular meeting is Feb. 11, 2026.
