Commission to issue compliance letter for Quantum Catalyst downtown renovation

Summary
The Planning Commission agreed to provide a compliance/recommendation letter for Quantum Catalyst LLC’s interior and structural renovations at 423–425, noting sidewalk/basement stabilization concerns related to the Central Park project and City efforts to pursue RAISE grant funding.
The Johnstown Planning Commission voted to provide a compliance letter for Quantum Catalyst LLC’s proposed renovation at 423–425 downtown after City staff described structural issues and grant coordination tied to nearby projects.
City staff told the commission the renovation is primarily interior with some structural work to modernize the building for occupancy. Staff and the developer are coordinating on underpinning and sidewalk stabilization: the building’s basement extends eight to 12 feet under the sidewalk, which City Manager Art Martynuska said raises concerns for the Central Park project and requires engineering solutions before related work can proceed.
John Rutledge, the City’s Economic Development Director, confirmed the City had applied for a RAISE grant connected to downtown improvements and said the city previously provided a general letter of support. Commissioners questioned whether residential units were planned (no residential scope was included) and asked about permitting and inspection workflows; Rutledge and Martynuska said engineer drawings, permits and inspections would follow and a certificate of occupancy would be required at project completion.
Action taken: Commissioner Thomas Casals moved that the Planning Commission provide the requested compliance letter; the motion, seconded by Commissioner Michael Grandinetti, passed by roll-call vote with all present voting yes.
What’s next: City staff will continue coordinating with the developer and the Central Park project team to resolve sidewalk and underpinning issues and to pursue applicable grant funding.
