Brandon said staff consolidated several months of data into a new tracking report and asked the board for patience as the format is refined. "The total capacity reserved, roughly, 968,337," Brandon said, and he reported last month's treated effluent as "18.5" (units not specified in the transcript). He also walked through drip-field operations, reporting Heritage Commons as a spray-irrigation plant (approximately 30,000 gpd nameplate) currently seeing about 12,000–15,000 gpd in recent flows and describing disposal across installed acreage.
On on-site systems, Brandon said Littleberry is a 30,000-gpd plant currently averaging about 13,000–14,000 gpd with roughly 3.5 acres installed and about 1.49 acres reserved; Pleasant Creek's plant is roughly 126,000 gpd design (~420 lots) with 11.57 acres installed and 5.79 acres reserved (total 17.36 acres) and drip piping already plowed in. Staff said they will provide more-complete acreage and utilization figures at the next meeting.
Matthew Johnson updated the board on construction: the low bidder for the Highway 31 gravity sewer was reported as "humeric environmental" with a bid of 4,200,000.0; easement acquisition is nearly complete and a preconstruction meeting is scheduled. At the regional treatment plant, staff reported progress on digester bubblers, perimeter doors and generator startup; the MBR startup checklist and equipment commissioning remain ongoing. Johnson said the overall schedule has slipped a few weeks due to recent weather but that NVR startup is scheduled around March and, assuming communications and commissioning succeed, staff expect the plant could be online in March.
Staff also described vendor support and training plans: most components have had on-site training, and Veolia will provide startup and remote monitoring support with a roughly week-long on-site period anticipated after startup to work through communications and initial issues.
Board members asked staff for anticipated completion dates for under-construction plants so the board can track when additional capacity will come online.
