Staff: Phase 3 Greenway nearly complete; Phase 2 stalled by railroad, trails closed for storm cleanup

Parks staff told the advisory board that the Greenway Phase 3 is "all but complete," with punch‑list items expected to be finished by the contract date and a grand‑opening invitation to follow.
Staff said Phase 2 remains delayed because the railroad has not provided necessary coordination and constraints information; staff described a roughly six‑month hold on movement from the railroad's internal review. "I have never talked to somebody that says CSX is easy to work with," the parks presenter said, describing interdepartmental work needed with the railroad.
Separately, staff described storm damage at Preservation Park with numerous full trees down and significant safety concerns for trail users. Crews removed many hazards and staff plan to rent equipment to clear larger trees; while cleanup is underway the trails are being treated as an active construction/safety area and users are advised to enter at their own risk. Staff asked residents not to attempt chainsaw or amateur removals because partially cut trees under tension can be dangerous.
The board heard these project updates before moving on to event approvals and grant recommendations later in the meeting.
