Council extends due‑process protections for families in short‑term rehousing program

Councilmember Matt Fruman moved an emergency declaration to temporarily preserve individualized review and appeal rights for families participating in the Family Rehousing Stabilization Program (FRSP), arguing the extension prevents abrupt exits from assistance while the Council continues budgetary work on longer-term options.

Fruman described FRSP as short-term assistance that helps families exit shelters and said the program’s current rules risk returning families to homelessness if exits occur without individualized consideration. He said the emergency would “allow families already in FRSP to ask for individualized review of extension requests and be given reasons for and a chance to appeal denials.”

Councilmember Henderson sought clarifying context about the mayor’s opposition and budget interactions; Fruman acknowledged fiscal pressures on DHS while urging that the status quo be preserved briefly so the Council can craft exit options in the coming budget cycle. Council members raised questions about DHS capacity, the reported pause on new entries into FRSP by the administration, and the importance of moving quickly to avoid service lapses.

The declaration and underlying Bill 20-6268 were approved unanimously on voice votes.
