Flat Rock council appoints Rachelle Lyons to Park Commission; agrees to hire Park Foundation treasurer after split votes

The Village of Flat Rock council on Dec. 2 appointed Rachelle Lyons to a three-year term on the Park Commission and resolved a contested proposal over bookkeeping for the Flat Rock Park Foundation.
Mayor Nick Weedman presided over the agenda workshop, which opened at 9:30 a.m. The council approved a revised Dec. 12 meeting agenda that added the Village's Uniform Guidance Procurement Policy to the consent agenda; Vice Mayor Coletta moved to approve the agenda and Council Member Jeter seconded. That motion carried unanimously.
Council Member Carpenter moved to appoint Rachelle Lyons to the Park Commission for a term ending Jan. 2028; Council Member Jeter seconded and the council approved the appointment unanimously.
The meeting turned to bookkeeping for the Flat Rock Park Foundation. Council Member Toner first moved to hire Marion Connor as the Foundation's bookkeeper and treasurer; Council Member Carpenter seconded. That motion failed on a 1–5 vote. At the direction of council, Toner then offered a revised motion to hire Marion Connor as treasurer and to have her prepare the Foundation's Form 990 while Village Clerk Michelle Parker would continue to serve as the Foundation's bookkeeper. Council Member Carpenter seconded the revised motion, which carried 5–1. The council did not specify which council member cast the lone opposing vote in the second tally.
Park Director Dages said Buchanan & Sons, Inc. had finished hurricane Helene cleanup work at Flat Rock Park but still had equipment near the road that needed pickup. Village Administrator Christie said the contract with Buchanan & Sons should be amended to include FEMA language to reflect disaster-recovery requirements.
Council Member Carpenter reported that park visitation averaged about 498 cars per day as of Nov. 21, 2024. Vice Mayor Coletta said the North Carolina Department of Transportation is still negotiating a contract with Buchanan & Sons for repair work on N. Highland Lake Road and that repairs affecting Lily Pad Lane could begin in one to two weeks, pending contract finalization.
Council Member Gregory noted the Planning Board will meet Dec. 3 to review the Flood Damage Prevention Ordinance with Kaitland Finkle of the Land of Sky Regional Council. Vice Mayor Coletta announced a reception for Mayor Nick Weedman following the Dec. 12 council meeting and asked council members to confirm their village email accounts. Council Member Jeter reminded colleagues of a Dec. 5 Christmas luncheon at the Hendersonville Country Club. Mayor Nick Weedman said he would meet after the workshop with Council Member Stuller and Deputy Village Clerk Carol Richard to review the fire department payment spreadsheet.
Council Member Carpenter moved to adjourn at 10:28 a.m.; Vice Mayor Coletta seconded, and the motion carried unanimously.
Actions taken at the workshop will appear on the Dec. 12 council agenda where applicable and staff were directed to implement the council's decisions.
