Boone County supervisors approve consent agenda, waive municipal tipping fees and OK landfill pump plans

Boone County Board of Supervisors Chairman Erich Kretzinger called the meeting to order at 9:00 a.m. Wednesday, March 18, with Supervisors Shawn Bryant and Scott Longhorn present. The board approved the agenda after removing an item on drainage claims.
The board unanimously approved a consent agenda that included the March 11, 2026 meeting minutes; acceptance of the resignation of Caroline Kellogg, PRN jailer, effective March 7, 2026; a pay adjustment for Erin McCloud, PRN jailer, to $30.05 per hour effective March 29, 2026; and a status change for Shane Larkin from full-time jailer to PRN effective March 25, 2026. The board also reviewed and placed on file recovery fines collected for Boone, Calhoun, Greene and Sac counties and approved county and secondary roads claims totaling $93,683.00 with warrants to be issued in payment.
The supervisors unanimously approved several municipal tipping-fee waivers: two loads for the City of Pilot Mound (June 6, 2026); one load for the City of Fraser (June 20, 2026); two loads for the City of Boxholm (June 6, 2026); four loads for the City of Farnhamville (April 27–30, 2026); and four loads for the City of Grand Junction (June 6, 2026). Each waiver was moved and seconded by the supervisors and carried with an "all ayes" vote.
The board agreed to sign a letter of support for Habitat for Humanity and separately approved a letter of support for a proposed community building project at the Boone County Fairgrounds; both motions passed unanimously.
Supervisors set a second public hearing on the proposed FY27 levy rate for April 8, 2026, at 8:30 a.m. The board then took two related administrative actions: Katelynn Hensley, Boone County human resources director, presented updates to the county's Service Animal Policy and ADA Policy, which the board approved; and Scott Kruse of WHKS presented plans for a landfill leachate pump station and forcemain, which the board also approved.
Supervisor Scott Longhorn moved to adjourn, Supervisor Shawn Bryant seconded, and Chairman Kretzinger adjourned the meeting at 10:06 a.m. The minutes were later signed and attested by County Auditor Diane R. Patrick.
