Savannah council approves business licenses, multiple contracts and a homelessness plan resolution

The Savannah City Council on April 24 approved a set of routine business licenses and purchasing contracts and voted to support a five-year strategic plan aimed at reducing homelessness.
Licenses and procurement: The council approved four alcohol licenses during a public hearing for items 6–9, clearing requests for Studio 18 (Shanae Frasier), Coaches Southside (Christopher Clark), Foxtail Coffee Company (Tracy Jones) and Crave Hot Dogs and Barbecue (Sanjee Leach). Later the council approved multiple purchasing items (13–20), including contracts for police-furniture ($750,000), scrap-tire disposal (~$194,775), playground surface replacement (~$228,756), refuse and collection vehicles (combined multimillion-dollar package), and street sweepers (~$1,650,500). Council also authorized replacement shade structures and playground equipment (~$139,995).
Homelessness resolution: Council adopted a resolution supporting the Savannah-Chatham County Interagency Council on Homelessness's five-year strategic plan. The plan, the city manager and council members said, was built on interviews with 65 community stakeholders and input from more than 125 people experiencing homelessness. Councilmembers praised the plan’s focus on encampment protocols, coordinated notice-and-engagement procedures and partnership with county, VA and sheriff’s office resources. One councilmember urged codifying local protocols and allocating resources to implement the plan.
Procedural notes: Most procurement and licensing items were moved and seconded and passed by voice vote; specific contract amounts were read into the record when presented. The council also authorized an intergovernmental agreement with Chatham County for utility relocation design related to roadway and drainage improvements on Gerrod Avenue (estimated $457,376).
What’s next: Contracts authorized at the meeting proceed to execution by the city manager and vendor procurement teams; the homelessness resolution directs staff and partner agencies to continue implementation of the strategic plan and coordinate encampment response protocols.
