Representative Deal and others asked procedural and legal clarifying questions about whether the bill permits the public health officer to mandate treatment; Noss and sponsors responded that the bill does not grant authority to mandate vaccinations without consent and that legislative counsel preferred the phrasing used in statute. After brief floor discussion, the House voted and the presiding officer declared the bill passed, having received the constitutional majority.
