The Waupaca County Board of Adjustment on Jan. 30 approved a variance allowing a roof‑pitch modification for a structure at N11008 State Road 22 in the Town of Larrabee, finding the change necessary due to the building’s existing flat roof and unique physical characteristics.
At a public hearing opened by Chair A. Richardson, petitioner Zachary P. Holbrook appeared in person, was sworn and described updates to the building plans. The Board and Land Use/Code Enforcement Specialist Candace Bauer had completed an on‑site inspection of the property on Nov. 14, 2024. Becky Landre, zoning clerk, read into the record an email from the Wisconsin Department of Transportation stating the DOT had “no concerns” with the proposed modification.
The Board evaluated the variance under the standard three tests. By unanimous votes, the Board concluded strict enforcement would create unnecessary hardship—citing that the existing flat roof is untenable in local climate conditions—and found the property has unique physical limitations and is a legal nonconforming structure. The Board also determined the change would not harm the public interest, noting the DOT’s lack of concerns and that the project would be an aesthetic improvement for the community.
M. Strebe moved and B. Abba seconded the final motion to approve the variance as shown in the plans presented Jan. 30, 2025, with the condition that there be no additional living quarters within the portion of the roof‑pitch modification that lies inside the 50‑foot highway right‑of‑way setback. A roll‑call vote recorded Chair A. Richardson, G. Marx, P. Leder, M. Strebe and B. Abba voting yes; the motion carried.
The hearing record notes the parcel is approximately 0.86 acre. The Board closed testimony at 9:23 a.m. and completed its decision, and a subsequent motion to close the public hearing was carried. The Board adjourned the meeting at 9:50 a.m.
