Waupaca County Board adopts 2026 personnel changes, pay adjustments and property easement

At its Oct. 28 meeting the Waupaca County Board of Supervisors approved a package of budget-related items, staffing changes and ordinance amendments as the county prepares for 2026.
Heidi Dombrowski, Waupaca County finance director, read the proposed 2026 budget and answered routine procedural questions before the board moved through a series of resolutions and ordinances. The board unanimously adopted Resolution No. 17 to enter into a cooperation agreement with the Central Wisconsin Housing Region to pursue a Community Development Block Grant application, with Juneau County acting as the lead applicant and responsible for grant compliance.
The board also approved Resolution No. 18 authorizing a grant of underground distribution easement to Wisconsin Public Service Corp. for utilities at the Waupaca County Courthouse property; the easement document limits alterations to ground elevation and obligates the utility company to restore disturbed areas.
On compensation, the board adopted Resolution No. 19 setting supervisor pay: Board Chair $12,000 annually and Board Vice Chair $1,200 annually plus per diem. The resolution establishes per diem at $75 for meetings up to four hours and $110 for meetings over four hours; that motion passed 20-0 with one abstention (the transcript does not identify the abstaining supervisor). Separately, the board approved Resolution No. 20 setting the Waupaca County Administrative Coordinator annual salary at $6,000 on a 20-1 vote.
The board approved a 1.5% wage and salary increase for county employees effective Jan. 1, 2026 under Resolution No. 21; that measure passed 18-3. The Human Resources Committee recommended the increase as a general adjustment to the county wage schedule.
Resolution No. 22, adopted unanimously, approved a set of staffing additions and eliminations for 2026. Additions and expansions listed in the resolution include a Behavioral Health Therapist in Human Services (fully funded Oct. 2025 to Oct. 2026 with an opportunity for renewal for up to five years), a Case Manager/Social Worker in Youth Justice (100% funded for 2026 by a Youth Justice Innovation Grant), two CLTS case managers (100% reimbursed by the Wisconsin Department of Children and Families), and three patrol officers for court security (personnel services in 2026 funded by an operating levy of $348,903). The resolution also lists position eliminations across finance, extension, sheriff communications and conservation programs.
The board approved two ordinance amendments to Chapter 2 of the Waupaca County Code of Ordinances affecting Section 2.13. An amendment to return the recommendation on Section 2.13(E) to the board’s original October 7 motion passed 19-2; amendments to Section 2.13(G) passed 20-1.
The board approved an extension of the PTF Hauling and Disposal contract by unanimous voice vote. It also reappointed Jeff Mirkorski to the Fox Valley Workforce Development Board for a three-year term and placed the Planning and Zoning fee schedule on file.
The meeting opened at 9:00 a.m. with 21 supervisors present and adjourned at 10:38 a.m.
