Milan council accepts FY2025 audit, forms parking subcommittee and approves $747,414.09 in bills

The Milan City Council on Jan. 6 accepted the city's fiscal year 2025 audit and approved several administrative measures, including creation of a Municipal Parking Subcommittee and payment of $747,414.09 in bills and payroll.
Joe Verlin of Gabridge Auditors presented the audit, reporting that "the city's financial position is healthy and is in better standing than it was at the end of the 2024 fiscal year," according to his presentation. The council voted unanimously to receive and file the audit as part of the consent agenda.
Council also voted unanimously to form a Municipal Parking Subcommittee. The formation motion was made by Councilmember Snyder and seconded by Mayor Pro-Tem Kerkes; the subsequent motion to approve the mayor's appointments to that subcommittee was made by Councilmember Jesse Nie and seconded by Councilmember Stafford.
On financial business, Councilmember Stafford moved and Councilmember Dr. Wayne seconded a motion to pay bills and payroll totaling $747,414.09; the motion carried unanimously.
In staff reports, City Administrator Jim Lancaster commended department heads for their work on the budget and thanked Plante Moran (noted in the meeting as assisting) for its support. Police Chief Tillery said the department expects a new police vehicle and thanked the council for approving the purchase. Community Engagement Director Jill Tewsley announced the city's new website is live, and Communications Director Hanna Massouh previewed upcoming technology updates for the council chambers.
Council members offered brief remarks: Marie Gress complimented the new website and the audit; Councilmember Dr. Wayne thanked Lancaster and Plante Moran's Kelly Schimmoeller for their work on the audit; Councilmember Snyder announced the passing of former city attorney Bob Creal and encouraged Milan businesses to consider advertising in the new Sun-Times News, which Mayor Ed Kolar said he welcomed as a local paper returning to circulation.
The council set the next regular meeting for Tuesday, Jan. 6, 2026 (agenda submission deadline Dec. 30, 2025) and adjourned at 8:13 p.m. on a motion by Councilmember Kofflin, seconded by Councilmember Thompson.
