Council tables proposed amendments to Raeford city code after fire department raises timing concerns

The Raeford City Council on Sept. 4 discussed Ordinance 2025-04, a proposed amendment to Chapter 8, Article III, Section 47(b) and (c) of the Raeford City Code. City Manager Dennis Baxley summarized the changes and noted that members of the fire department wanted to address the council.
Terry Tapp, representing the City of Raeford Fire Department, told the council he was not opposed to the substance of the ordinance but objected to the timing, saying the city is already short on volunteers and implementing the change now could worsen staffing shortages. Donnie Smith made a similar point, telling council members he too was concerned about the timing rather than the content of the proposal.
After discussion Councilman Wayne Willis moved to table Ordinance 2025-04 to a future date; Councilman Johnny Boyles seconded and the motion was carried unanimously. No changes to the code were adopted at the meeting.
