Flat Rock council approves amended agenda, adds Floodplain Ordinance discussion and reviews park incidents

The Flat Rock Village council approved an amended agenda for its Aug. 8 meeting and discussed several local items at an agenda workshop on July 29, 2024.
Mayor Nick Weedman presided over the meeting, which began at 9:30 a.m. and included Vice Mayor Coletta; Council Members Carpenter, Gregory, Jeter and Toner; Village Clerk Parker; and Village Administrator Christie. Council Member Stuller was not present.
The council adopted a draft agenda for the Aug. 8 meeting that added Old Business item No. 7 — Dye Creek bridges bids — and New Business items No. 8 (an Andrew Bick contract amendment), No. 9 (Planning Board reappointments) and No. 10 (a Floodplain Ordinance discussion). Council Member Carpenter moved to approve the agenda as amended, and Council Member Gregory seconded; the motion carried unanimously.
Vice Mayor Coletta alerted the group to a recent U.S. Supreme Court ruling concerning public officials’ use of personal social media. She distributed a handout and told council members and staff that the court said officials who use personal accounts to speak on behalf of the government and exercise governmental power may be acting as government actors and could face First Amendment limits if they block critics. Coletta also said she will attend the WNC Regional Housing Conference at Blue Ridge Community College on Aug. 9, 2024, and that on Aug. 1 she, a representative from NCDOT and a representative from Historic Flat Rock, Inc. will meet to select paint colors for the King Creek culvert-facing bridge on N. Highland Lake Road.
Council Member Carpenter reported park concerns and usage statistics. He said a large white van had been parked on the grass next to the playground and that an officer from the Sheriff’s Office was called about camping the previous night; Park Ranger Thacker handled the response. Carpenter told the council that the park spent 80.42% of its budget at the end of the 2023–24 fiscal year and that July park usage averaged about 607 cars per day. He also announced a tour of Dye Creek set for Aug. 18, 2024, at noon.
Council Member Jeter notified the council that she will not attend the Aug. 8 meeting. Mayor Weedman commented on ongoing NCDOT culvert work on N. Highland Lake Road and reminded the council that Aug. 28, 2024, is the closing date for grant applications to install vehicle charging stations.
At 9:52 a.m., Council Member Carpenter moved to adjourn; Vice Mayor Coletta seconded. The council adjourned by unanimous vote.
The council did not take formal action on the Floodplain Ordinance, the Dye Creek bids, the Andrew Bick contract amendment or Planning Board reappointments during this workshop; those items were added to the Aug. 8 meeting agenda for future consideration.
