Representative Brooks asks committee to postpone House Bill 10‑61 indefinitely

Representative Brooks, the bill sponsor, asked the Transportation, Housing and Local Government Committee to postpone House Bill 10‑61 indefinitely after outlining a package of amendments that would remove a previously proposed 10% carve‑out and broaden eligibility for low‑income housing tax credit (LIHTC) set‑asides to members of the HCBS waiver population. Brooks cited demographic pressures on families caring for adult children with intellectual and developmental disabilities: "over 20,000 members of the IDD community are currently residing with parents that are 60 years of age or older," she said, arguing the policy needed further work before the committee acted.

Rep. Goldstein thanked the sponsor for the collaborative amendment process and encouraged continuing stakeholder work. Brooks moved to postpone the bill indefinitely at the sponsor's request; the motion was seconded and the committee approved the postponement. The chair declared, "That bill is postponed indefinitely." No formal amendment or vote on the bill's substance occurred today.

The postponement preserves room for further negotiation between the sponsor, the Colorado Housing Finance Authority and developers on the program design and reporting provisions Brooks described.
