Brownsburg outlines Catalyst Site A acquisition and possible incentives for downtown redevelopment

The Town of Brownsburg highlighted a downtown redevelopment opportunity labeled "Catalyst Site A," describing how coordinated action by the Redevelopment Commission, Redevelopment Authority and town council helped finance and secure property for future reuse.
Economic Development Director Ethan Pierce explained that the town already controlled parcels near Town Hall and that, a few years ago, the council and redevelopment entities evaluated financing options and used bond issuance to acquire additional property. "Based on that, the RDC and the RDA were brought in, to issue a bond," Pierce said, adding that the council gave final approval after financing was secured.
Pierce identified priority development areas including the Ronald Reagan Parkway corridor and the East Main Street corridor, noting recent voluntary annexations north of 56th Street and that wastewater infrastructure has been installed in some sites while water remains under discussion. He called Catalyst Site A a marketable opportunity in the downtown core and described the acquisition process as a multi-body effort involving financial and legal review.
On incentives, Pierce said the town could update its incentive policy to offer corridor-specific funding for beautification or to attract businesses and said the EDC could review such changes before council consideration. He framed incentives and the creation of an economic development area as tools that could support infrastructure investments through a TIF district.
No formal action was taken at the training session; Pierce's presentation was introductory and staff said any incentive policy changes would follow EDC review and possible council approval.
