Board approves early start to tax-limitation period for Beaumont New Ammonia LLC; district projects $42 million over life of agreement

The Beaumont ISD board approved an amendment to an economic development tax-limitation agreement that changes the company name to Beaumont New Ammonia LLC and advances the start of the tax-limitation period.
Outside counsel and district consultants told the board the amendment would cause payments in lieu of taxes to begin earlier: projected district receipts were presented as about $9.8 million beginning in the 2026 school year and about $42 million over the course of the agreement as amended. Counsel said the district could still cancel the amendment and pursue other remedies, but trustees voted to approve the change and authorized signatures; the motion passed 6–0.
Counsel noted the amendment materially changes the district’s earlier financial presentation of the project from 2022 because it accelerates when the district will begin receiving payments. Administration emphasized these are projections and depend on the company’s performance and the final agreement terms.
The board’s approval authorizes the president to sign and the vice president to countersign related agreements as recommended by counsel and the district’s consultants.
