Local developer asks Raeford to help extend water and sewer on E Seventh Ave; city requests cost estimates

Enrique and Orlando Artiga of Artiga Construction told the Raeford City Council on April 3 that they purchased five lots near Robbin Heights Park and need city help to extend water and sewer to three lots on E Seventh Ave. Enrique Artiga said the cost to add water and sewer to the three properties would be between $45,000 and $90,000 and that the proposed houses would likely be priced between $400,000 and $600,000.
Mayor McNeill and Council members asked for clarification on the requested support but no specific dollar amount was requested by the Artigas at the meeting. City Manager Dennis Baxley described the proposal as "a good public/private project" that could also help with park infrastructure and suggested the Artigas have their engineer and contractor prepare detailed price estimates. Baxley recommended the Artigas present those estimates to the city by May 1 for staff review.
City Engineer Adam Kiker said he would review the project and email the manager. No vote or commitment of city funding was made at the meeting; council directed staff to review information once it is provided.
