Raeford council approves consent agenda, transfers surplus tasers and awards stormwater repair bid

The Raeford City Council unanimously approved its consent agenda on March 6, adopting resolutions and contract awards that city staff said are routine and in the city’s interest.
Among the items adopted, Resolution No. 2023-09 authorizes conveyance of five Axon X26 tasers, as-is and for no consideration, to the Town of Fairmont; Resolution No. 2023-10 authorizes conveyance of five Axon X26 tasers, as-is and for no consideration, to the Town of Rowland. Both resolutions cite North Carolina G.S. 160A-274 to permit conveyance between governmental units.
The council also accepted the tax collector’s report that unpaid 2022 real taxes will be advertised in the News Journal as required by NC GS105-369(a) and approved a tax refund to Butterball, LLC for $5,413.29 following a property value adjustment. The council authorized a one-year service contract with Fifth Asset, Inc. d/b/a DebtBook for $9,750 (with a year-two amount of $13,000) to add GASB 96 services, extended a contract with Professional Mail Services for billing and mailing services, and approved participation in the Community Economic Recovery and Resiliency Initiative (CERRI) work plan.
On capital projects, the council awarded JYMCO Construction Company the South Main Street Inlet Repair contract in the amount of $43,723.54. A capital project ordinance was adopted to fund the project with an anticipated NC State Capital and Infrastructure Fund (SCIF) grant of $56,976; the ordinance lists engineering at $10,795, construction at $43,724 and contingency at $2,457 and expires on June 30, 2023 or when grant funds have been obligated.
Councilman John Jordan moved and Councilman Wayne Willis seconded approval of the consent agenda; the motion was carried unanimously.
