Mister Kell (applicant representative) said Park West is ready for final plat Phase 1 once paving is completed and requested that final‑plat signatures be withheld until the town receives required letters and a subdivision performance bond is established. Kell previewed a request to release an existing performance bond and replace it with a two‑year maintenance bond after construction completion: "We have a maintenance, we have a performance bond out for about 230,000 ... we would like to release the performance bond in favor of a 2 year maintenance bond," he told commissioners.
Regarding Gates of St John Units 29–31, Kell said street lights and paving are complete, inspections have been conducted and the developer anticipates vertical building starts in April or May. The commission flagged an administrative error: the surveyor certificate on the secondary plat was dated February (leap-year discussion in the transcript); town staff and the applicant agreed the date will be corrected before final approval.
On Units 32–40, the applicant requested an extension of the primary plat, citing slower-than-expected construction and regulatory delays related to the regulated drain and DNR reviews. Commissioners acknowledged those agency timelines and said the extension will be handled at the next meeting. The commission did not take final action on bond releases or extension approvals at the March 4 study session.
