City receives update on Bold Path consulting review; DPW to add deputy field director and special-events coordinator

City staff updated the Public Works committee on an organizational assessment conducted by Bold Path Consulting, which the city contracted in July 2024. The review identified mismatches between responsibilities and positions and prompted several staffing and structural changes incorporated into the 2026 budget.
The attorney leading the update said phase 1 of the assessment ran through 2024–25 and that some changes have already been implemented: creation of a deputy director of field operations (Joel), a streets and traffic manager role, and plans to split sanitation and sewer duties that had been handled by one person. The city has expanded its GIS team to three staff members and said that improved GIS capacity is enabling new projects.
Staff said phase 3 of the project will continue into 2026–27, and that the city plans to propose a TO change to create a special-events coordinator position to support a growing special-events calendar. The committee discussed career-path clarity and training for newer employees so they can see promotion opportunities; Alderman Bellinger emphasized the importance of transparent career pathways and supervisory training.
The committee took no formal action on the assessment update; staff will return with TO-change proposals and any formal requests during upcoming budget cycles.
