The Grantsville City Planning Commission on March 3 voted unanimously to recommend approval of the city’s Annexation Policy Plan, selecting the land-only map (map 2) as the preferred plan for future annexation guidance.
Community Development Director Bill Cobabe explained that an annexation policy plan is required by state code for cities that wish to guide future annexations, and emphasized the plan does not mean the city is declaring ownership or requiring annexation. Cobabe said the plan identifies three areas (A, B and C) the city would consider for future annexation petitions and clarified Area B would stop at Mid Valley Highway so parcels east of that road are not included in the proposed expansion area.
Commissioners asked whether other municipalities could include overlapping areas and how cities coordinate such boundaries; Attorney Tysen Barker and staff explained cities typically coordinate and that practical service-delivery limits (water, sewer, fire, police) constrain how far a city can reasonably expand. Commissioners discussed map options, and staff noted two versions were provided — one showing water areas of the Great Salt Lake and one showing land areas only — with staff recommending the land-only map for planning clarity.
Commissioner Gary Merrill moved to recommend approval of the Annexation Policy Plan using map 2; the motion passed unanimously with Chair Sarah Moore, Jason Hill, Gary Merrill and Cameron Moulton voting “Aye.”
