The Community Preservation Committee voted unanimously to recommend Article 11 to town meeting and agreed on an on-floor amendment to set the allowable spending deadline to June 30, 2028. The committee chair explained that the funds are being granted in calendar year 2026 and that, to match that timing, the committee would amend the warrant language on the floor so projects must expend funds by 06/30/2028 unless an extension is granted by the committee.
Committee members raised procedural and timing questions. One member asked whether remaining potential funding for the Hastings playground would come after this article; the chair replied that the additional funds are expected to be available but that town meeting retains the authority to approve or delay funding if applicants are not ready. Members also confirmed that earmarked funds remain invested and earn interest while awaiting projects.
The committee emphasized that applicants should be prepared with slides and presentation packages for town meeting because some items may be pulled from a slate for individual consideration if questions arise. The committee tentatively set its next meeting for May 11 and asked staff to prepare town meeting materials documenting the on-floor amendment and to notify applicants of the amended deadline.
