Shakopee council approves Bluff View final plat after debate over bluff access

The Shakopee City Council approved the final plat for Bluff View Second Edition on March 17, adopting resolution R2026-034 by a 4–1 vote.
City planner Mr. Kerski presented the plat as the second and final phase of the single-family subdivision, saying the proposal matches the previously approved PUD amendment, includes varying lot widths, preserves city-owned bluff and open space, and dedicates trail connections that will be deeded to the city.
Kerski said the developer has begun construction on several lots and city engineering required phasing, securities and sanitary sewer and road extensions tied to County Road work. He described a trail system that will run from the Marystown Road area through the bluff and link to proposed open space.
Councilor Whiting raised concerns that what had previously been discussed as a parkway with public views along the bluff had instead become backyard lots on the plat. “That’s a concern of mine,” Whiting said, noting the development does not reflect earlier conversations about preserving a parkway look and public viewing opportunities.
Kerski responded that the issue had been raised at the preliminary plat stage, that the city had preserved areas and acquired adjacent acreage, and that the developers have agreed to construct a trail system that will be dedicated to the city. He also said signage and deed language will mark the boundary where city property begins.
After brief discussion and confirmation there were no substantial changes from the preliminary plat, Councilor Contreras moved to approve resolution R2026-034; the motion carried 4–1 with Whiting voting no.
The vote finalizes the subdivision’s layout and authorizes the city to accept the applicable dedications and securities for public improvements. The council did not amend the plat during the meeting; follow-up conditions from city engineering remain part of the record.
The council will next consider related development permits and construction bidding as the project advances.
