Board approves roughly $197,510 reimbursement to Duke Energy for Graham Road utility relocation

City engineer Matt McElroy said the relocation covers approximately a 2,600-foot stretch where Duke Energy currently occupies a private easement. McElroy presented a cost breakdown and said the reimbursement amount for the work is about $197,510.30, most of which is associated with pole relocation.
City legal and right-of-way staff explained that when utilities are on private easements (not city right-of-way), the city commonly pays relocation and easement costs to avoid project delays. McElroy said permitting and easement paperwork handled by the city’s right-of-way team sped the project timeline compared with Duke pursuing new easements directly.
A board member moved to approve the utility reimbursement agreement with Duke Energy for the Graham Road reconstruction project; the motion was seconded and approved by voice vote.
