River Heights Planning Commission forwards proposed sign ordinance edits to City Council

Commissioner Troy Wakefield moved to send the code, as revised that evening, to the Council; Commissioner Anna Lisa Davidson seconded the motion, which carried with Commissioners Noel Cooley, Davidson, Susan Rasmussen, Keenan Ryan and Wakefield in favor and no one opposed.
The commission’s discussion centered on clarifying several temporary-sign rules. Commissioners agreed to replace the vague term "sundown" with a precise requirement that temporary signs be removed "within 24 hours of the event's end." They also added language distinguishing signs mounted to the ground from those attached to structures, and discussed using time limits rather than policing content.
Recorder/Councilmember Mark Malmstrom noted practical enforcement issues, citing high school sports signs that often remain up for an entire season and would not fit a strict time-limited rule. Commissioner Susan Rasmussen said she had incorporated revisions discussed at the prior meeting into the draft.
The commission did not adopt the ordinance at the meeting; forwarding the draft sends the revised Title 10-16 to the City Council for its consideration and possible formal adoption.
Votes at a glance: Commissioner Troy Wakefield moved to approve the Jan. 27, 2026 meeting minutes and the evening’s agenda; Commissioner Susan Rasmussen seconded and the motion passed unanimously.
