Raeford council adopts multiple budget amendments, accepts FY2020 audit and closes completed projects

At its April 5 meeting the Raeford City Council approved the consent agenda, which included acceptance of the FY2020 audit, several budget and capital project ordinance amendments, and Resolution No. 2021‑03 to close completed projects and transfer unexpended grant funds to the General Fund unappropriated balance.
The council accepted the FY2020 audit as presented by Haigh, Byrd and Lambert, LLP; the Finance Officer noted the audit was finalized and approved by the Local Government Commission and indicated the city is in sound financial condition. The council approved Budget Ordinance Amendment #7 (water/sewer fund adjustments and debt service), capital project adjustments (CP #62‑2 and CP #64‑2), and SR #25‑2 (special revenue adjustments reflecting actual expenditures related to the Coronavirus Relief Fund). The consent agenda also added and approved Budget Ordinance Amendment #8 to appropriate $23,952 awarded by a Governor’s Crime Commission Block Grant for grant expenditures.
Council also approved Resolution No. 2021‑03 to close completed projects and transfer unexpended funds to the General Fund; the resolution lists $123,899.93 remaining for FEMA Hurricane Florence and $8,086.99 for McLauchlin Park renovation, totaling $131,986.92 to be transferred. The resolution was adopted by unanimous vote on the record.
Council received preliminary departmental budget requests from the city manager and was told additional changes are expected; the manager said he will present a recommended budget at the May meeting. The meeting record also noted routine approvals of minutes and departmental reports.
