Raeford council adopts budget amendment, approves surplus auction and accepts Fire Prevention Week proclamation

The Raeford City Council approved routine but consequential administrative items Oct. 2 as part of a unanimous consent agenda vote.
Councilman Wayne Willis moved and Councilwoman Mary Neil King seconded approval of Consent Agenda Items VI.1–VI.9, which the council carried unanimously. The consent package included approval of meeting minutes, tax administration adjustments (a $66.74 tax release and additions of multiple corporate utility taxes to the 2023 levy), and acceptance of departmental and financial reports.
Significant fiscal action in the consent package was Budget Ordinance Amendment #3 for fiscal year 2023–2024. The amendment increases General Fund appropriations by $238,972 (line items include increases to salaries and employee benefits, land acquisition of $169,565, information technology and insurance) and increases Water/Sewer Fund appropriations by $16,537 (debt principal and equipment maintenance covered by retained earnings and insurance proceeds). The ordinance states copies of the amendment are to be furnished to the city clerk, budget officer and finance officer.
Also adopted was Resolution No. 2023-17, which declares a set of city vehicles and equipment surplus and authorizes their sale via electronic auction on GovDeals.com beginning no earlier than Oct. 16, 2023, consistent with N.C. Gen. Stat. 160A-270(c). Listed assets include a 2017 Freightliner side-load sanitation truck and a 2016 Ford Taurus interceptor, among other items. The resolution directs the city manager to publish notice at least once not less than 10 days before the auction.
Council also accepted a proclamation declaring Oct. 8–14, 2023, Fire Prevention Week. The consent vote concluded with the council accepting monthly departmental and financial reports as submitted.
