Three new Raeford councilors sworn in; Charles Allen named mayor pro‑tem

The Honorable Regina Joe, District Court Judge, administered the oath of office to newly elected councilors Johnny H. Boyles, Jackie McKinnon‑McLean and Ricky L. Sandy. Their four‑year terms expire in December 2027.
Following the oath, Mayor John K. McNeill III called for nominations for mayor pro‑tem. Councilman Johnny Boyles nominated Councilman Charles Allen, with Councilman Wayne Willis seconding; the appointment carried unanimously and the term was set to expire Dec. 1, 2025. Councilman Wayne Willis then nominated Johnny Boyles as the city's delegate to the Lumber River Council of Governments Board of Directors; Councilman Ricky Sandy seconded the motion, which also carried unanimously.
Outgoing councilors Robert Conoly, John Jordan and Mary Neil King received plaques and keys to the city in recognition of their years of service earlier in the meeting. By common consent the council also agreed to cancel the Jan. 1, 2024 meeting due to the New Year's Day holiday.
