Orange Beach council adopts $187,282 planning contract, approves traffic-signal agreement and routine franchise renewals

The Orange Beach City Council on June 3 approved a package of routine resolutions and an agreement to hire a consultant for a comprehensive plan.
Council adopted a resolution awarding Walker Collaborative a $187,282 contract to prepare a visioning and strategic/comprehensive plan, update the zoning ordinance, and evaluate infrastructure needs for future growth. The motion was moved and seconded and approved by the council with no recorded opposition; roll-call attendance earlier in the meeting showed Council member Silvers absent and the remaining members present.
Council also authorized execution of an installation, operation and maintenance agreement with the Alabama Department of Transportation for a new traffic-control signal at Highway 180 and Wharf Parkway East. City staff said a temporary light should be installed within three to six months and the full signal will take about a year; the council noted the city will spend roughly $100,000 toward the state’s temporary solution. A staff member told the council that amounts spent on the temporary installation will be applied to the final build.
Other actions taken included approving a zoning amendment to modify the Tandon PUD’s Lot 1 land-use designation, authorizing Change Order No. 1 with Erickson for curb excavation and milling/paving work not to exceed $32,800, and renewing/authorizing taxi franchises for Cross Cab and Miss Terri’s Taxi to operate within city limits. Council discussion on the PUD ordinance noted the parties had worked together to address setback and spacing concerns; as one council member observed, “It’s not every day that we get all three parties to work together like that.”
