Fulton County Commissioners met Feb. 3 and approved routine financial and administrative items, authorized two transportation allocation letters and approved a legal engagement to review the county Prothonotary’s Office.
Commissioner Randy H. Bunch called the meeting to order. During the public comment period, Fulton County residents Carolyn Kerlin, Sandra Barton and Marty Mettille spoke; Kerlin asked for updates on litigation matters. No action was recorded on litigation in the public record.
Commissioner Steven L. Wible moved to approve the Jan. 27, 2026 commissioners’ minutes and the Jan. 27, 2026 Salary Board minutes; both motions were approved by the board. Commissioner Hervey P. Hann moved to approve payroll dated Feb. 6, 2026, in the amount of $129,990.81; that motion carried.
The board approved accounts payable dated Feb. 3, 2026, totaling $334,397.62. The record lists the fund breakdown as: General Fund (Fund 100) $96,661.78; Liquid Fuels (Fund 201) $13.13; HSDF/HSBG (Fund 229) $165,835.26; Law Library (Fund 235) $724.96; 911 (Fund 238) $44,792.44; Domestic Relations (Fund 256) $352.92; and Debt Service (Fund 400) $26,017.13.
The board briefly entered executive session at 8:30 a.m. for legal matters and exited at 9:20 a.m. A Tax Appeal Hearing followed at 9:20 a.m.; Commissioner Steven L. Wible recorded an abstention from participation in that hearing due to a conflict of interest. Separate minutes for the tax appeal are on file.
HR Administrator Mary Huston presented the January 2026 Retirement Fund Report. Commissioner Bunch moved to approve and execute the report; the motion passed. The board also approved travel requests for Christine McQuade, Services for Children Director, and Stephanie Mellott, Services for Children Fiscal Technician, to attend the PA Children and Youth Administrators Conference March 11–13, 2026, in State College.
Commissioner Hann moved to approve an engagement letter from KB&S — Kulla, Barkdoll & Stewart, P.C., "to provide professional legal and consulting services related to a review of the Fulton County Prothonotary's Office." The board also authorized Commissioner Wible to execute MATP allocation letters for FY 2024–2025 and FY 2025–2026 in the amounts of $464,875.00 and $491,875.00, respectively. Both motions carried.
The board approved a laptop quote submitted by Rick Grissinger of Elect IT, to be used in Franklin County for jury coordinator duties, and approved an invoice from Franklin County Fiscal for Fulton County court costs for the fourth quarter of 2025 in the amount of $38,819.27 (described in the record as 10% of court wages and benefits).
Later in the morning the board recessed for a Criminal Justice Advisory Board meeting. The board resumed at 1:18 p.m., held an executive session for personnel matters, and conducted interviews for positions in the Prothonotary's Office with the commissioners, the HR Administrator and the chief clerk. A motion recorded in the minutes states that Commissioner Wible was appointed "to perform his duties for committees assigned due to Medical Leave, which he cannot control, effective when Medical Leave begins." The meeting adjourned at 3:05 p.m.
Next procedural steps recorded in the minutes include separate, file-stored minutes for the Tax Appeal Hearing and the CJAB meeting; no additional votes or follow-up dates were specified in the meeting minutes.
