Fulton County commissioners approve routine finances, accept retirement and hire deputy

McConnellsburg, Pa. — The Fulton County Board of Commissioners met March 3 and approved routine financial and personnel actions, accepted a long-serving director’s retirement and authorized a capped trust payment for a confidential applicant.
Commissioner Randy H. Bunch called the meeting to order. The board unanimously approved the Feb. 24, 2026 meeting minutes and a March 3 accounts-payable listing totaling $335,634.88 (General Fund $291,026.05) and payroll dated March 6, 2026, in the amount of $132,711.81.
Commissioner Bunch moved and commissioners voted unanimously to approve a travel request for Chief Probation Officer Dan Miller to attend the annual Criminal Justice Advisory Board (CJAB) conference April 20–22, 2026. The board also approved a lease for a printer for the magisterial district judge’s office from DBB (Doing Better Business) for $3,647.00 and a Plan Asset invoice from Conrad Siegel for $3,844.25 to be paid from plan assets.
Commissioners accepted with regret the retirement letter of Domestic Relations Director Tina Gress, who cited 25 years of county service and noted previous work for the Fulton County newspaper and service on the Fulton County Medical Center board. The retirement is effective July 11, 2026.
On personnel, the board voted to hire Laurel Griest as Office Deputy I in the Prothonotary’s Office effective March 4, 2026; a brief Salary Board set the new hire’s salary. HR Administrator Mary Huston and Franklin/Fulton County Court Administrator Rebekah Reigner participated in the hiring discussion.
Human Services Director Julie Dovey presented a Krivak Trust application. The board approved a Krivak Trust award request up to a maximum of $35,000.00; the applicant’s information was recorded as confidential due to HIPAA. Commissioners also approved a burial expense application for veteran Gary Allen Myers, who served in the U.S. Air Force during Desert Shield/Desert Storm.
County auditors Penny Kipp, Rebecca Kendall and Holly Falkosky presented an audit review. The board recorded three separate executive sessions for personnel matters during the meeting.
Building and Maintenance Director Brad Seville provided updates on Phase II renovations for the county’s newly purchased building on Lincoln Way West in McConnellsburg. Commissioners said they would review a separate ongoing “Clean and Green” matter with the County Solicitor after a resident, Craig Strait, raised the issue during the session.
The board authorized a CDBG Delegation of Signing Authority form to allow HR Administrator Mary Huston and Commissioners Wible and Bunch to sign invoices to SEDA COG, and approved the February 2026 Pension Fund report as presented by Huston. The meeting adjourned at 1:03 p.m.
