City Manager Dennis Baxley presented the Raeford preliminary recommended budget for fiscal year 2021—2022 at the May 3 council meeting.
Key highlights: the property tax rate would stay at $0.48 per $100 of valuation; the city plans no increases to user fees, charges or penalties tied to general fund revenue; a proposed 5% water rate increase is intended to fund debt service for the wastewater treatment plant renovation project; and staff would receive a 2.5% cost-of-living adjustment with no merit increases.
Baxley submitted the budget document to the council. The council later set a public hearing for the FY2022 budget on June 7, 2021 to allow citizen comment prior to final adoption, per state law (G.S. A7159-12). The manager also reported that Emergency Management (Raleigh) approved a grant for a city hall generator; Councilman Wayne Willis suggested the manager reach out to city-funded nonprofit agencies to present their requests for funding.
